Chills & Thrills is a Halloween season blast in downtown Storm Lake. Dozens of stores and organizations offer candy and other treats for youngsters in a safe, daylight setting. Everyone is invited to come in their most mind-blowing costume. Storm Lake Public Library and Witter Art Gallery offer additional activities for families afterward.
